China-Vanuatu Relations

1. Bilateral Political Relations


On March 26, 1982, the People's Republic of China and the Republic of Vanuatu formally established diplomatic relations.


Since the establishment of diplomatic relations, the friendly and cooperative relations between the two countries have developed smoothly. In February 1983, the first Chinese ambassador to Vanuatu (who was concurrently served by the ambassador to Fiji) went to Vanuatu to present his credentials. In 1989, China set up an embassy in Wa, and in July 1991 sent a permanent ambassador. The current ambassador to Vanuatu, Zhou Haicheng. In 2005, Vanuatu set up an embassy in China, and in August sent the first ambassador to China. The current Charge d'affaires at the Chinese Embassy in China is Yao Ruihua.


In November 2014, President Xi Jinping held a collective meeting with leaders of Pacific island countries that established diplomatic ties in Nadi, Fiji, and agreed to establish a strategic partnership of mutual respect and common development. China-Vanuatu relations have entered a new historical period with new vitality. In November 2018, President Xi Jinping held another collective meeting with leaders of Pacific island countries that established diplomatic ties in Port Moresby, Papua New Guinea, and agreed to elevate bilateral relations to a comprehensive strategic partnership featuring mutual respect and common development. China and Vanuatu have thus opened up a new phase of all-round cooperation. During the period, President Xi Jinping met with the then Prime Minister of Vanuatu Salvi, and emphasized from a historical perspective that China-Vanuatu relations are in the best period in history. In May 2019, the then Prime Minister Salvi visited China. When meeting with Salvi, President Xi Jinping not only pointed out that the relationship between the two countries is at the best period in history, but also pointed out that the relationship between China and Vanuatu has become a model of the relationship between China and the Pacific island countries from a regional perspective. On March 26, 2022, President Xi Jinping and Vanuatu President Moses exchanged congratulatory messages on the 40th anniversary of the establishment of diplomatic relations between China and Vanuatu. In his congratulatory message, President Xi Jinping further pointed out from the perspective of international relations that China-Vanuatu relations have become a model of mutual respect, solidarity and cooperation among developing countries.


On June 1, 2022, on the occasion of the 40th anniversary of the establishment of diplomatic relations between China and Vanuatu, State Councilor and Foreign Minister Wang Yi visited Vanuatu.


Other Chinese dignitaries who have visited Vanuatu in recent years include: Zhong Shan, Vice Minister of Commerce (January 2013), Cai Wu, Minister of Culture (August 2013), Wang Guanzhong, Deputy Chief of General Staff of the People’s Liberation Army (December 2013), Chen Yuan, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (January 2014), Han Zheng, Member of the Political Bureau of the CPC Central Committee and Secretary of the Shanghai Municipal Party Committee (June 2014), Xu Luping, Vice Minister of the Liaison Department of the CPC Central Committee (July 2015), Guo Yezhou (March 2016) , Vice-Chairman of the Standing Committee of the National People's Congress Ailigen Yimingbahai (January 2017), Vice Foreign Minister Zheng Zeguang (May 2017), Minister of Agriculture and Rural Affairs Han Changfu (March 2019), International Development Cooperation Deputy Director Zhou Liujun (July 2019) and others.


In December 2020, Wu Weihua, vice chairman of the Standing Committee of the National People's Congress, held a video meeting with the Speaker of the National People's Congress Chadrako.


Vanuatu's main visits to China include: Prime Minister Carcasses (in September 2013, he went to China to attend the China-Arab States Expo and visited Hainan and Shanghai, and in November, he attended the 2nd China-Pacific Island Countries Economic Development and Cooperation Forum and visited Shenzhen), Prime Minister Natuman (in August 2014, he went to China to attend the opening ceremony of the Nanjing Youth Olympic Games and visited Jiangsu), Prime Minister Kilman (in September 2015, he went to China to attend the commemoration of the 70th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War), Prime Minister Salvi (in September 2016, went to China to attend the Dialogue between the Communist Party of China and the World, and paid an official visit to China in May 2019), Deputy Prime Minister Natuman (attended the World Tourism Development Conference in May 2016, led the Wa A parliamentary delegation visited China, and in September 2017 went to China to attend the 22nd General Assembly of the United Nations World Tourism Organization), Foreign Minister Regen Vanu (in November 2018, went to China to attend the first China International Import Expo, and in November 2019 went to China Attended the 2nd China International Import Expo), Deputy Prime Minister Loughman (led a high-level Waku Party delegation to visit China in February 2019), etc.


In May 2021, the Chairman of the Vanuaku Party, Prime Minister Rafman, Secretary General of the Vanuaku Party, and Minister of Finance of the Government Konapo will attend the China-Pacific Island Countries Political Parties Dialogue online. In July, Loughman, Chairman of the National Coalition Party, Minister of Climate Change Rankin of the Government, Chairman of the Disciplinary Inspection Commission of the Alliance of Moderates, and Minister of Agriculture of the Government, Caro, attended the summit of the Communist Party of China and the world political party leaders online. In October 2021, Foreign Minister Arti attended the first China-Pacific Islands Foreign Ministers' Meeting online.


2. Bilateral economic and trade relations


In 2021, the total value of China's import and export of goods to Vanuatu will be US$99.473 million, a year-on-year increase of 23.8%. Among them, the total value of China's export commodities was 87.643 million US dollars, a year-on-year increase of 21%; the total value of imported commodities was 11.83 million US dollars, a year-on-year increase of 49%.


China mainly exports mechanical and electrical products, refined oil, clothing, etc., and mainly imports frozen fish and agricultural products from the tile.


3. Technology and cultural exchanges


China Acrobatic Troupe (July 1998, December 1999), Hebei Acrobatic Troupe (July 2002), China Acrobatic Folk Orchestra (June 2007), Guangdong Art Delegation (November 2008, August 2011) ), Chongqing Acrobatic Troupe (August 2009), Chinese Wushu Delegation (May 2010), Chongqing Art Troupe (September 2013), Hunan Acrobatic Troupe (February 2014), Shanghai Art Troupe (June 2014) April 2017), Guangdong Literature and Art Delegation (December 2015), and Foshan Art Troupe (June 2017, August 2018) visited Vanuatu respectively.


China has dispatched medical teams to Vila Central Hospital and Santo North Hospital under the economic aid project to Vanuatu. The Guangdong Provincial Medical Delegation (July 2012, November 2013, May 2014, November 2015, November 2016, July 2017) visited Vanuatu for medical treatment six times. Since the outbreak of the new crown pneumonia epidemic, China and Vanuatu have been watching and helping each other to fight the epidemic together. China has provided two batches of 100,000 doses of COVID-19 vaccine and several batches of anti-epidemic materials to Vanuatu.


In August 2005, the English channel of CCTV landed in Wa. In September 2007, China Radio International (CRI) landed in Vanuatu.


Since 1995, China has provided government scholarships to Vanuatu every year; since 2004, it has sent Chinese teachers to Vanuatu, and there are currently three teachers in Vanuatu. In September 2021, China and Vanuatu signed the "Memorandum of Understanding on Cooperation in the Development of Chinese Education Projects in Primary Schools in Vanuatu", a new breakthrough in educational exchanges and cooperation between the two countries.


From 1996 to 2017, China sent table tennis coaches to Vanuatu to train local players.


In November 2004, China and Vanuatu signed the Memorandum of Understanding on the Implementation Plan for Chinese Tourism Teams to Vanuatu, and Vanuatu officially became an outbound tourism destination for Chinese citizens. In December 2016, the first Costa "Atlantic" cruise ship carrying more than 2,000 Chinese tourists docked at Port Vila, the capital of Vanuatu. According to statistics from the Vanuatu Bureau of Statistics, in 2019, more than 9,000 Chinese citizens went to Vanuatu (excluding cruise tourists).


In September 2014 and July 2018, the Chinese navy hospital ship "Peace Ark" visited Vanuatu twice and provided humanitarian medical services to the local people. In June 2017, the 25th Chinese naval escort taskforce visited Vanuatu.


In June 1994, Shanghai and Port Vila became sister cities. In August 2014, Yinchuan and Port Vila became sister cities. In June 2017, Foshan and Port Vila became sister cities.
